Job Profile:
The senior PSS officer will support the PSS coordinator on implementing and supporting the PSS field teams in
Northeast Syria. The position will play a key role in building the team capacity and supervise closely the quality of
the various PSS services provided and support the program at the women and girls’ safe space (WGSS)/ protection
units (MPUs)/ protection spaces in health facilities, for a culture and practice of high-quality PSS programming in
emergencies. As the senior PSS officer for Northeast Syria, she will report directly to the Protection Coordinator
based in Hasaka. She will be responsible to support the capacity assessment and capacity building of the PSS and
staff. SHe will contribute to ensuring that the activities are implemented according to the plan in an appropriate,
relevant, effective, timely, coordinated and complementary manner.
Essential criteria
• Degree psychology or related field with a minimum of 3 years of post-licensure experience particularly in
Counselling Psychology and Social work (with additional psychological therapy qualification)
• Strong understanding of protection issues including child protection and gender-based violence
• Ability to discuss sensitive issues with respect and empathy including ability to provide basic Psychological
First Aid services
• Excellent interpersonal skills
• Ability and experience to effectively provide training
• Knowledge of global MHPSS guidelines and best practices and MHPSS approaches/tools in low resource and
humanitarian contexts
• Capable of working both individually and as part of a team
• Strong sense of personal integrity and understanding of confidentiality and ethics
• Organized and able to independently manage multiple tasks under strict deadlines
• Cultural awareness and ability to work well in an international environment with people from diverse
backgrounds and cultures
• Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems and Excel
required
• Fluency in Arabic is required (both oral and written)
• Very good oral and written English skills are required

Responsibilities
Technical supervision and program oversight
• Support the field-based teams in planning and conducting individual and group counseling sessions/
psychosocial first aid (PFA)
• Conduct individual counseling sessions whenever needed for high risk cases and individuals in need for
specialized support
• Support the establishment of referral pathways within the target communities. Ensure teams are able to follow
up cases in a timely and safe manner
• Support the field-based teams in planning, developing and facilitating non-structured as well as structured
PSS activities such as recreational activities, and life skills development
• Support the field-based teams in conducting community-based psychosocial support. Ensure topics are
relevant to target communities through the design and implementation of participatory assessments
• Support the field-based teams in facilitating PSS curriculums with women and girls, men and boys where
situation allows to carry out curriculum-based activities
• Support the field-based teams in promoting psychosocial wellbeing through provision of key messages on
positive coping mechanisms
• Support the field-based teams in raising awareness regarding the availability of mental health, psychosocial
support and protection services
• Support the field-based teams in identifying and referring cases for more specialized case management
services
• Under the guidance of the Protection Coordinator, develop and strengthen collaboration with the health team,
in particular the community health workers, to ensure complementarity and integration of services
• Support the Protection Coordinator and the Protection Program Manager in the oversight of activities through
supervision and coaching for the field-based PSS staff
• Contribute to analysis of gathered information, to ensure relevance of programmes, identification of needs
and gaps as well as possible advocacy issues
• Ensure PSS staff keep files to document client interaction and interventions using the relevant tools
• Support the PSS teams in compiling reports to provide information on activities conducted, topics discussed,
challenges faced and analysis in trends, gaps, lessons learned
• Support the field-based teams in maintaining effective working relationships with all relevant stakeholders
including other NGOs, civil societies, authorities, etc.
• Ensure updated service mappings detailing available services and assistance in RI’s areas of operation are in
place
• Support the Protection Program Manager and Protection Coordinator in identifying operational program needs
• Support the Protection Program Manager and Protection Coordinator in flagging any delays in implementation
and target achievement
• Contribute to reporting to donors
• Coordinate with the GBV and protection senior officers to ensure integrated activities in target communities
• In coordination with HR, Protection Program Manager and Protection Coordinator support recruitment of PSS
staff and ensure Performance Management Plan for all staff is in place and followed up regularly
• Support the identification and co-design of IEC materials
• Any other task as requested by the line manager
Capacity building
• Support in conducting capacity building needs assessment and developing comprehensive plans to address
identified gaps and strengthen staff competencies
• Contribute to capacity building activities (e.g. workshops, on-the-job-coaching, etc.) as directed by the
supervisor
• Support the development of capacity building materials as well as manuals and materials for new PSS
activities and services
Representation
• Participate in PSS coordination forums as required
Accountability and M&E
• Ensure proper use of the M&E tools and systems and provide inputs as deemed necessary.
