Job Profile:

The Senior GBV officer will supervise the provision of safe and appropriate services to survivors of gender- based
violence and at-risk groups in the areas of RI protection program in NortheastSyria. The Senior GBV officer will
provide support to the GBV teams in Northeast Syria in close coordination withthe protection coordinator in NES.
This includes technical support on a day-to-day basis to ensure quality program implementation of GBV services
in Northeast Syria. The position will also play key role in building the team capacity on GBV case management,
supervise the quality of case management services and prevention activities provided and support the GBV
program for a culture and practice of high-quality GBV programming in emergencies.


Essential criteria
• Bachelor’s degree in relevant field (Social work, Psychology, Sociology, Gender studies, etc.) and
minimum of two years of relevant experience
• Clear understanding of gender, human rights, and issues surrounding violence against women and girls
• Experience in counselling, social work, women’s rights or other related fields
• Understanding of case management, psychosocial support and life skills programming to promote
survivors healing and recovery
• Knowledge, skills and experience in participatory methods of community development and mobilization
• Previous experience leading teams on GBV response and risk reduction strategies
• Positive and professional attitude, including ability to lead and work well in a team setting
• Excellent organizational, communication and management skills
• Ability to work with minimal supervision
• INGO experience is required
• Excellent interpersonal skills
• Ability and experience to effectively provide training
• Knowledge of global GBV guidelines and best practices in humanitarian contexts
• Capable of working both individually and as part of a team
• Cultural awareness and ability to work well in an international environment with people from diverse
backgrounds and cultures
• Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems and
Excel required
• Fluency in Arabic is required
• Very good spoken/written English is required
• Only female candidate will be shortlisted

• Experience working with international NGOs

Responsibilities

Technical supervision and program oversight
• provide technical guidance, oversight and support to the GBV team in the provision of quality GBV case
management to ensure the needs of GBV-survivors and at-risk groups are met in a timely and consistent
manner and ensuring safe and ethical data management
• Under the guidance from the Protection Coordinator, provide oversight on the implementation of
community-based prevention activities to engage all community members including women, girls, men
and boys in GBV prevention, response and risk mitigation. This includes providing input on the training
materials and tools
• Support the field-based teams in raising awareness regarding services available and relevant topics such
as early marriage, self-care, domestic and economic violence and other topics based on needs identified.
• Support all GBV staff in carrying out proper documentation of GBV related documents/files in line with the
relevant standards and ensuring the confidentiality of documents, and the use of GBVIMS

• Support the GBV coordinator in maintaining two-way information channelling between the GBV
coordinator and the hub/partners and field-based staff on the day-to-day functions of program
implementation and follow up
• Support the protection coordinator in reviewing work plans and provide timely update in case of deviation
from work plans for quick adjustments
• Support the field-based teams in identifying and referring cases
• Support the Protection Coordinator and Protection Program Manager in identifying operational program
needs
• Support the Protection Program Manager and Protection Coordinator in flagging any delays in
implementation and target achievement
• Contribute to reporting to donors
• Support the field team on activities related to case management and other GBV activities such as
conducting safety audits
• Deliver direct case management services for specific cases as guided by the GBV coordinator
• Lead the establishment and updating of the referral pathways for the catchment areas
• Coordinate with snr. PSS officer for joint activities and support/ community-based activities to be
provided, in the catchment areas
• Support the field-based teams in maintaining effective working relationships with all relevant stakeholders
including other NGOs, civil societies, authorities, etc.
• Support the identification and co-design of IEC materials
• In coordination with HR, and protection coordinator, recruit GBV staff and ensure Performance
Management Plan for all staff is in place and followed up regularly
• Any other task assigned by the line manager
Capacity building
• Support conducting capacity needs assessments and develop comprehensive plans to address the gaps
and strengthen staff competencies
• Contribute to capacity building activities (e.g. workshops, on-the-job coaching, etc.) and train RI staff and
partners in GBV case management, GBV core concepts, GBV tools and resources and other topics based
on the capacity building needs assessment and plan
• Support the development of capacity building materials as well as manuals and materials for new activities
and services
Representation
• Participate in GBV coordination forums as required
Accountability and M&E
• Ensure proper use of the M&E tools and systems and provide inputs as deemed necessary
