Essential criteria
♦ Bachelor's degree in a relevant field such as Monitoring and Evaluation, Public Health, Social Sciences, or a
related discipline.
♦ Minimum of 5 years of experience in monitoring, evaluation, accountability, and learning within the development
or humanitarian sector.
♦ Experience in implementing MEAL systems, standards, and practices, preferably in complex humanitarian
settings.
♦ Proficiency in data management and analysis software (e.g., Excel, SPSS, Power BI).
♦ Demonstrated leadership and management skills, with the ability to supervise and coach a team effectively.
♦ Experience in developing and implementing work plans, coordinating activities, and ensuring deliverables are
met on time and within budget.
♦ Strong organizational skills, attention to detail, and ability to prioritize tasks in a fast-paced environment.
Desirable criteria
♦ Advanced proficiency in statistical analysis software (e.g., Stata, R) and data visualization tools.
♦ Familiarity with the context and operating environment in Northeast Syria or similar complex humanitarian
settings.
♦ Fluency in Arabic and/or Kurdish, spoken and written.
♦ Proficiency in English for effective communication and reporting purposes.
♦ Project Management Experience.
Responsibilities
Job Profile:
As Manager of the Monitoring, Evaluation, Accountability, and Learning (MEAL) unit in NES, the incumbent will bring
significant operational and managerial experience to strengthen and improve RI’s MEAL System. This will focus on
achieving objectives planned for the duration of the RI Syria NES operation and the fulfilment of project M&E requirements
across the portfolio in multiple locations. The position will take a lead role in the coordination of and contribution to the
management of technical MEAL advice to program teams as well as the management of MEAL staff and their
development.
S/he will work to continuously improve the existing MEAL system with a specific focus on the following areas: MEAL
services in alignment with the project and program cycle and the oversight of the use of relevant tools and methods at
the partner and field level. S/he will ensure that all RI and Partner projects are periodically monitored and verified, sample
results are triangulated and reported for output level progress against targets, and where feasible, outcome level
changes. This position is also tasked with overseeing the work of the Accountability Officer and his/her work on
accountability to beneficiaries in line with international standards.
The MEAL Manager will be responsible for ensuring the Northeast Syria Hub:
♦ Is compliant with standardized or harmonized project M&E requirements and is tracking progress against
targets.
♦ Has captured adequate and reliable data to demonstrate the effect of project work on the target population.
♦ Ensures the provision of regular, timely, and context-specific monitoring information to program teams and
senior management to enable effective management decisions.
♦ Builds an evidence base through the use of assessments, surveys, evaluations, and learning exercises to
refine project design, technical approaches, and strategic direction and to demonstrate what works inside
North East Syria.
Key responsibilities:
Accountability and Complexity
1: Maintain the MEAL System
♦ Implement MEAL standards, good practices and MEAL system as per guidance from the RI MEAL framework
in direct technical supervision of WoS MEAL Specialist.
♦ Contribute to MEAL inputs across the project cycle (needs assessment, the project design phase, RI and
partner kick-off meetings on MEAL components, mid-term reviews, TPMs, and final evaluations), applying
proven good templates and procedures.
♦ Develop, update and implement the quarterly MEAL work plan ensuring its linkages with project work plans.
Report on the progress of the MEAL unit work plans.
♦ Conduct joint periodic quality checks on the deliverables of the MEAL team with the Hub-team leader.
♦ Implement a procedure to ensure timely and adequate FCRM analysis, produce and disseminate monthly
FCRM analysis presentation
♦ Check on the quality of, and report on the findings of triangulated data (which is analyzed by the information
management unit.
♦ Work with WoS MEAL Specialist who is responsible for the effective scheduling of MEAL-led assessments,
surveys and evaluations, as well as the dissemination of findings
♦ Ensure the MEAL team produces a consolidated monthly progress update, using Log-Alto and PowerBi and
any other databases for monitoring unique beneficiaries.
♦ Provide back-up support to Grants and Program development teams, who take the lead in ensuring the use
of well-defined indicators and the use of evidence generated through qualitative and quantitative data.
♦ Support the Hub-team leader and WoS MEAL Specialist to advise DCE and implementing partners on
variance, concerns and red flags on partner MEAL performance.
♦ Lead the adaptation of MEAL data collection tools and methods so they are suitable for use in remote
monitoring settings, are gender-sensitive and work towards capturing reliable data. This work also requires
close oversight on the process of data triangulation, checking for double-counting.
♦ Cross check detailed MEAL budgets finalized by program development team and in relation to MEAL unit
needs on the ground.
♦ In coordination with the WoS MEAL Specialist, contribute to the development of capacity building plans for
RI and partner’s MEAL department as part of RI’s capacity development plan.
2: Ensure Compliance with RI and Donor's Requirements
♦ Manage RI’s independent verification (Third Party Monitoring and Inside Northeast Syria monitoring
consultants) process. Coordinate the process of finalizing the results framework, log frame, M&E table, and
plan before the start of the project implementation phase. Also ensures the development and use of
indicators in the design phase.
♦ With the support of the WoS MEAL Specialist, The MEAL Manager promotes RI MEAL staff to use the Log-
Alto and be familiar with how to rectify Log-Alto, customized form-related faults and data cleaning etc.
♦ Oversee the correct implementation of RI’s beneficiary selection and registration SoPs (the PQ Manager
ensures the SoP is relevant and updated)
♦ Work jointly with WoS MEAL Specialist to review TPM bids, budget, and performance against deliverables.
The MEAL Manager is ultimately responsible for the entire TPM cycle/s on the ground.
3: Management, Leadership & Professional Development
♦ Maintain a positive and engaging learning environment for MEAL team staff, focusing on staff performance
against the MEAL unit work plan. Apply the RI performance review process.
♦ Supervise and coach MEAL Coordinator to support each MEAL Officer to complete to a high technical
standard, MEAL plans per project. Review the quality and timeliness of these plans as a way of providing
back-up support to the MEAL Coordinator
♦ Supervise and coach the MEAL Field Coordinator to deliver timely, useful, and effectively analyzed data
verification and monitoring reports from MEAL officers/assistants.
♦ Responsible for giving regular updates on the findings from the field to the Hub team leader using data
visualization.
♦ The MEAL Manager checks the use of good standards at the field level (via the Field Coordinator) and the
use of data cleaning methods by partners
♦ Supervise and coach the Information Management unit to manage the IMS and its development.
♦ The MEAL Manager has the unique duty of ensuring the IMS runs smoothly between different units (Health,
Nutrition, Protection, and WASH) and departments within NES Hub as well as at the partner level
♦ Supervise and coach the Accountability Officer to implement and rollout RI FCRM system for RI and partners
at Northeast Syria levels
♦ In collaboration with the human resources department, Identify the training needs of staff and conduct or
outsource in-house MEAL training for MEAL and project staff
♦ Be proactive in RI MEAL coordination, initiating coordination between hub MEAL lead and deputize for the
WoS MEAL Specialist when representing RI North East Syria hub in MEAL coordination groups and forums.
♦ Based on templates, procedures and guidance from the WoS MEAL Specialist jointly develop a capacity
development plan for the MEAL Unit
4: Accountability to Affected Populations
♦ Where needed, support the Accountability Officer to promote accountability to beneficiaries to senior
management and program staff fully understand and promote.
♦ Guide the Accountability Officer to develop RI partner's capacity at the field level, basic functional feedback,
and complaint mechanism.
♦ Responsible for ensuring the CRM System is adequately resourced at RI /Partners level.
♦ Collaborate with the Program focal points to set up a procedure where the Accountability Officer and Project
Staff discuss the findings from the FCRM and adapt their plans/services accordingly.
♦ Review Accountability Report was written by the Accountability Officer highlighting RI/partners' progress on
accountability.
♦ Participation in RI’s Global Accountability Working Group.
5: Data and Information Management
♦ Implement RI data protection guidelines and activate the Data Protection protocol in the Northeast Syria
hub.
♦ Lead to assess compliance of data protection protocols by RI and Partner staff.
♦ Ensure internal and external Data quality assessments as a quality check on RI and partner’s data
♦ Produce Fact sheets reflecting RI’s progress & achievements.
♦ Undertake related duties requested by Hub-Team leader and WoS MEAL Specialist.
6: Management and leadership:
♦ Ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct
