Overall Purpose of the Job
The finance officer is responsible and accountable for the day-to-day operations and
financial transactions in Raqqa Office.  S/he will be handling and processing timely program
and operations/admin payments, ensuring that all necessary supporting documents are
compliant with ORGANIZAION policies and procedures, donor and audit requirements.


Reporting Structure
The Finance Officer will report to the Base Manager, with technical reporting to the Finance
Manager- Syria Response.


Person specification/ selection criteria:
The post holder should be able to demonstrate the following attributes:
 Fluent speaking/writing Kurdish, English and Arabic languages.
 Minimum Diploma’s degree in Accounting/Financial/Business Management or relevant
field.
 Proficient in Windows operating systems, MS Office packages, Internet and E-mail.
 Previous professional experience working as Finance Officer.
 Strong organizational skills and excellent attention to detail.
 Ability to prioritise work, meet deadlines and work calmly under pressure
 Excellent interpersonal skills with the ability to build effective relationships and work with
colleagues in a cooperative way

Responsibilities

Detailed Responsibilities
Financial Management
 Assist the Finance Manager with accounting, budgeting and all other
financial/accounting activities as directed
 Review and process payment requests, ensuring accuracy and adherence to policy
 Ensure all regular payments are made
 Maintain cash balance in the office safe, including conducting daily cash count,
reporting any discrepancies to the Base Manager immediately
 Update the cashbook on a daily basis with transactions and advances issued.
 Support the Finance Manager to prepare monthly financial reports or others as
required
 Prepare bank reconciliation for all ORGANIZAION’S accounts
 Assist in the monitoring of budgets and project spends
 Ensure accurate and complete accounting and that relevant records are maintained
 Assist Finance Manager in complying with ORGANIZAION’S HQ Finance policies,
procedures and regulations
Payroll
 Collect timesheets and in coordination with the HR Officer, input any salary changes
such as sick leave, unpaid leave etc.
 Ensure accuracy of the data entered into payroll records to ensure all national staff
salaries are paid correctly.
 Conduct all data processing, including data entry, producing pay slips, reports etc.

 Assist the Finance Manager in ensuring ORGANIZAION’S complies with all statutory
payment requirements and deductions
Audit, Compliance and Internal Control
 Ensure that all financial transactions in the base follow the donor’s and
ORGANIZAION’s requirements
 Ensure that payments to supplier fulfilled all pre requisite e.g. procurement procedures,
watchdog etc.
 Facilitate and coordinate in country audits requested by donors.
 Support in collecting information required by the audits including scanning documents,
uploading, as requested.
Reporting / Archiving
 Cash Forecast for NES Bases, send to finance manager on monthly basis
 Send Cash Book to finance manager on monthly basis
 Maintain the physical and digital archiving of all payment voucher, payrolls, cash
counting and other financial documents

 Work in compliance with/ uphold ORGANIZAION’S's Safeguarding framework - Policy
on Personal Conduct, Protection of Children and Vulnerable Adults Policy, Dignity at
Work Policy, Reporting Malpractice (Whistleblowing) Policy, Equal Opportunities Policy
and Policy on Modern Slavery
 Demonstrate an open and transparent way of working that facilitates a strong
safeguarding culture.
