Position Title: Reproductive Health Officer
Location: NES Deir Ezzor

Job Profile: Under the direct supervision of the Health & Nutrition Specialist, the RH officer will be responsible for technical supervision, mentoring and provision of technical support to the Sexual & Reproductive Health (SRH) teams (Gynaecologists, midwives, general practitioners) in RI and partner supported health facilities and protection centers. The job holder will be responsible to identify technical capacity gaps among health and protection staff in provision of SRH and maternal health services, design capacity building plans in close coordination with the Health & Nutrition Specialist and Protection specialist, ensure proper implementation of the capacity building plan – through on-the-job and in-service trainings, supervision, discussion of cases, etc. - to ensure quality delivery of services in line with national and international standards. The job holder will ensure close coordination and collaboration including effectively working referral mechanisms between health facilities and protection service centres (both RI and non-RI centres).

Skills, knowledge and expertise required for the role.
Essential criteria
•A university degree as medical doctor from a recognized institute is required. Specialization as Gynecologist or Obstetrician or additional training in SRH is an added advantage.
•At least 5 years of clinical experience in providing SRH and maternal health services in a hospital setting with at least 2 years of experience in supervisory or managerial role.
•Experience in supervision, capacity building and facilitation of training
•Ability to validate and interpret health data in particular Reproductive health data
•Demonstrated communication and training facilitation coordination skills
• Experience working in humanitarian or development contexts, previous emergency response, conflict/post-conflict experience preferred.
• Able to understand and communicate in English
•Computer skills: MS Word, Excel, Power-point
Desirable criteria
•Fluency in English is important added advantage
•Postgraduate degree or specialization in public health, healthcare management, or a related field.
•Sensitivity to and understanding of cultural differences and the impact on healthcare delivery.

Responsibilities

Planning and Implementation
• Ensure that SRH staff are well acquainted with international and Syria specific SRH and maternal health service protocols, guidelines, and standards and are strictly following these protocols
• Conduct regular SRH and maternal health service audit in the HFs and protection centers using tools agreed by the H&N and protection specialist to evaluate and identify technical quality and/or other implementation issues, and provide solutions
• Conduct regular capacity assessments of SRH staff in HFs and protection centers to identify capacity gaps and implement capacity building plans to address identified capacity gap through mentoring and on-the-job training, in-service training, provision of reading materials and organizing case review within the HFs
• Ensure that supported HFs and protection centers have adequate and functioning equipment, medical supplies and pharmaceuticals to provide quality SRH/maternal health services through reporting and following up of identified gaps
• Through close monitoring, discussion with HF management and advocacy, ensure that the supported HFs are ready to provide quality clinical care for SGVB survivors which entails: -
a.Presence of SGVB focal persons who are appropriately trained in CMR.
b.Availability of dedicated space with the required privacy to provide services.
c.Availability of dedicated lockable space to store RH-Kit 3 and recording and reporting tools.
d.Availability of adequate stock of RH Kit 3.
• Ensure that SRH staff in supported HFs have clear understanding of the referral pathway between health and protection services, critical importance of referral and are following agreed referral procedures.
• Closely work with Community Health Workers (CHWs) ensuring referrals and follow ups are done to beneficiaries of SRH service in the HF catchment communities including SRH promotion messages and counselling
• Regularly analyze SRH data in conjunction with H&N Specialist, IMO, and Health Advisor to track reproductive health trends, needs and developing appropriate responses.
Staff management and Capacity development
• Actively participate in the recruitment process of SRH and maternal health staff at the supported HFs and protection centers
• Participate in capacity building planning and implementation for the organization's local partners as needed.
• Organize and conduct training for HF medical staff offered by according to the training planner/tracker using internal or external sources
Documentation and reporting
• Ensure that service providers have adequate understanding and are correctly using SRH and maternal health service recording and reporting tools
• Review and analyze health facility reports, support the compiling of timely project reports, and submit all requested reports regularly as needed.
• Participate in monthly HF data review meetings and share the findings with the IMO and other health team.
• Conduct monthly prescription audits using beneficiary prescription forms of RH department and provide quarterly analysis and reports to line supervisor
• Contribute to writing thematic reports or success stories to be used for internal improvement of service provision and for advocacy purposes at cluster level and with donors
Collaboration and Coordination
• Coordinate with the pharmacist officer to periodically review drug consumption reports provided by the dispensers and analyzing drug consumption against consultations and morbidities.
• Participate in regular and ad hoc health team meetings and share activity updates, challenges and develop context-based solutions to address gaps
• Coordinate with MEAL team to respond to CFMR tracker comments and provide updates on follow up action points developed to address the gaps.
• Coordinate closely with the WASH team to ensure the best practices within the facility, including IPC and waste management.
• Represent RI in different technical working group forums, including RMNCH TWG as assigned by the department head.
