Position Title: WASH Officer
Location: Der Al Zor

Job Profile:
Under the direct supervision of the Project Manager, the WASH in Health Officer will be responsible for the overall
planning, implementation, monitoring, and supervision of RI’s WASH in Health activities across all targeted Health
Facilities (HFs) and supported communities. This role involves leading a team of WASH Assistants, ensuring the
quality and effectiveness of WASH interventions, and contributing to strategic program development. The Officer
will oversee comprehensive WASH assessments, ensure adherence to IPC (Infection Prevention and Control) and
medical waste management protocols, manage water supply and quality, and lead WASH infrastructure
development. Additionally, the WASH in Health Officer will be responsible for staff capacity building, budget
management, inter-agency coordination, and ensuring compliance with national and international WASH and
health standards.

Skills, knowledge and expertise required for the role.
Essential criteria
• Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
• Minimum of 3-5 years of progressive experience in WASH programming, with at least 2 years in a supervisory
or officer-level role, preferably in a humanitarian or development context.
• Demonstrated experience in WASH in Health programming, including IPC, medical waste management, and
water quality monitoring in health facilities.
• Strong technical knowledge of WASH standards, guidelines (e.g., Sphere, WHO), and best practices in
emergency and development settings.
• Proven experience in staff supervision, team management, and capacity building.
• Excellent project management skills, including planning, implementation, monitoring, and reporting.
• Proficiency in conducting WASH assessments, data analysis, and developing evidence-based recommendations.
• Strong computer skills, particularly in MS Office (Word, Excel, PowerPoint) and data management software.
• Excellent written and verbal communication skills in English and Local language.
• Familiarity with water sampling, quality testing equipment, and interpretation of results.
• Ability to work independently and as part of a team in a challenging and dynamic environment.
• Strong analytical, problem-solving, and decision-making abilities.
Desirable criteria
• Knowledge of humanitarian principles and accountability standards.
• Experience in budget management and financial oversight.
• Training of Trainers (ToT) certification in WASH or IPC.
Responsibilities
Key Responsibilities:
Program Management and Supervision:
• Lead the planning, implementation, and monitoring of all WASH in Health activities, ensuring alignment with
program objectives, national guidelines, and international standards (e.g., Sphere, WHO).
• Supervise, mentor, and provide technical guidance to WASH Assistants, ensuring their effective performance and
professional development.
• Develop detailed work plans, procurement plans, and budget forecasts for WASH activities in health facilities
and communities.
• Ensure timely and quality implementation of WASH interventions, including water supply, sanitation, hygiene
promotion, and waste management.
• Conduct regular field visits to health facilities and communities to monitor progress, identify challenges, and
provide on-site support and corrective actions.
Infection Prevention and Control (IPC) and Medical Waste Management:
• Oversee the implementation of IPC protocols and medical waste management systems within all supported
health facilities.
• Review and analyze IPC health facility checklists and assessment findings, developing comprehensive action
plans to address identified gaps.
• Lead and actively participate in Infection Prevention Control Committees, ensuring effective coordination and
follow-up on recommendations.
• Ensure proper segregation, collection, transportation, and safe disposal of healthcare waste, adhering to best
practices and environmental regulations.
• Provide technical leadership in designing, implementing, and improving sustainable waste management systems.
Water Supply and Quality Management:
• Oversee and ensure the regular physical, chemical, and biological water quality testing at all water points within
health facilities and supported communities.
• Analyze water quality reports and implement corrective measures in collaboration with relevant stakeholders.
• Monitor and ensure the provision of safe water supply, including water trucking and rehabilitation of water
sources.
• Lead initiatives for sanitation improvements within health facilities and surrounding communities.
Capacity Building and Training:
• Identify training needs for WASH Assistants, health facility staff, and community health workers (CHWs) related
to WASH, IPC, and Health Waste Management.
• Develop and deliver comprehensive training modules and workshops on WASH in Health topics.
• Ensure all training sessions are properly documented and evaluated for effectiveness.
• Provide ongoing coaching and on-the-job training to direct reports and relevant health facility personnel.
Procurement, Financial Management, and Reporting:
• Initiate and oversee procurement processes for WASH-related equipment, supplies, and infrastructure works,
ensuring compliance with RI and donor procedures.
• Monitor budget expenditures for WASH activities, ensuring efficient resource utilization and adherence to
financial guidelines.
• Prepare accurate and timely progress reports, donor reports, and internal reports on WASH activities,
highlighting achievements, challenges, and lessons learned.
• Address and incorporate feedback from the MEAL (Monitoring, Evaluation, Accountability, and Learning)
team’s observational reports and evaluations.
• Contribute to the preparation of overall work plans and budgets for the Health program, specifically for WASH
components.
Rehabilitation, Renovation, and Construction Oversight
• Conduct comprehensive technical assessments of existing health infrastructure (e.g., clinics, wards, laboratories,
administrative buildings, support facilities) to identify rehabilitation, renovation, and new construction needs.
• Develop detailed designs, technical specifications, and Bills of Quantities (BoQs) for various health
infrastructure projects, ensuring they meet functional requirements and safety standards.
• Support the tendering, selection, and contracting processes for all construction and rehabilitation works,
ensuring strict adherence to organizational procurement policies and donor requirements.
• Provide rigorous on-site supervision of all construction and rehabilitation activities, ensuring quality control,
adherence to approved designs, and compliance with occupational health and safety standards.
Coordination and Representation:
• Represent RI in relevant WASH and Health coordination meetings at the local and regional levels (e.g., WASH
Cluster, Health Working Group).
• Coordinate closely with other RI sectors (e.g., Health, MEAL, Logistics) to ensure integrated program delivery.
• Build and maintain strong relationships with local authorities, community leaders, health facility management,
and other humanitarian partners.
• Ensure compliance with all relevant national policies, humanitarian principles, and RI’s code of conduct and
safeguarding policies.
• Coordinate closely with Health program officer to ensure Implementing water and sanitation procedures and
rehabilitating the facility to ensure safe access for beneficiaries.
