Requirements

♦ Education: Any Relevant bachelor degree

♦ Experience: 1 years of professional experience in Logistic field & purchasing, negotiation and market preferably with experience in working with INGOs or NGOs

♦ Language Requirements: Arabic(fluent)

♦ Functional/Technical Competencies: 15%

♦ Preferably resident of Project Area

♦ Excellent networking and coordination skills.

♦ Professional level in Arabic & English language skills (preferable).

♦ Excellent reporting and formal writing skills in Arabic

♦ Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability

♦ Shares knowledge and experience

♦ Actively works towards continuing personal learning, acts on learning plan and applies newly acquired skills

♦ Ability to perform a variety of specialized tasks related to Results Management, including support to design, planning and implementation of program, managing data, reporting.

♦ Ability to provide input to business processes re-engineering, implementation of new system, including new IT based systems

Responsibilities

The crisis in Syria has entered its tenth year with little prospects for imminent end to violence that is faced on daily basis and impact the lives and exacerbate the vulnerability of children, women, the elderly, and the disabled.

In addition, the widespread displacement and deterioration of life conditions have negatively influenced the social and economic fabric of Syria.

As a response to the emerging needs of the Syrian population, and in line with the overall framework of the Syria Humanitarian Response Plan, Strategic Framework for Syria and UNDP Country Program Document, UNDP Syria is working on enabling Local economic recovery and livelihoods for vulnerable populations through inclusive private sector recovery and development, human capital development and pro-poor market interventions; enabling Local-level support for social protection/cohesion, gender equity and sustaining peace enabled; and developing Responsive, accountable and transparent local governance systems

The project will build its activities based on local needs to promote awareness of mine risks among local communities in Al-Hassakeh Governorate

The Project Logistic will be recruited, through a third-party contract, to support the implementation of UNDP activities on Social Cohesion and Local Development / HLP in the field. Under the overall direction of the project Manager and the supervision of the Area Associate, the Project Logistic is responsible for the implementation and support issues of the project, as stipulated in the program support document, and as assigned to him/her by the his/her Supervisor.


1. Support day-to-day tasks.

2. Ensure logistical arrangement readiness for all project activities and Support the logistic matters for implement meetings, campaigns, and events.

3. Respecting the privacy of work and humanitarian rules and regulations during the implementation of the work and not circulating any information outside the project or program offices without referring to the administration.

4. Organize offers and micro-purchases and follow-up on finalizing procurement process on time and arrange for delivery of goods and services according to activities agenda.

5. Collect and keep full track record of invoices and receipts and submit to UNDP field office.

6. Keep a track record of project activities including attendance, monitor all project activities, expenditures and progress towards achieving the project output.

7. Ensure that the purchasing files, invoices and quotations are ready for financial auditing (in coordination with the financial department).

8. Ensure the validity of contracts and invoices concluded with suppliers and partners, and include relevant signatures and seals.

9. Assessing the logistical and purchasing needs of the project and supervising the validity of its implementation in accordance with the project document.

10. Ensuring that the purchase is processed in accordance with the applicable principles and approved standards and specifications, and the ability to implement them appropriately.

11. Ensure the implementation of logistical and purchasing tasks within the specified times and in line with the budget of the items included in the project document and in coordination with the project manager.

12. Organizing the logistical and purchasing plan on a daily, weekly and monthly basis in coordination with the project staff and the program office.

13. Preparing and submitting invitations to the bidders to attend procurement meetings and open offers.

14. Maintain an electronic copy and a hard copy of all logistic and purchasing contracts.

15. Verify that the purchased materials fully comply with the required specifications and prepare the documents with the receipts received by the end-users.

16. Assisting the Procurement/Logistics Officer in collecting purchase requests from various departments for needs such as services and making the necessary arrangements for their purchase and ensuring that they are compatible with the policies of the donor and the United Nations Development Program (UNDP).

17. Preparing and maintaining documents in a way that information can be retrieved easily so that they meet the minimum paper requirements required by the organization, including purchase requests, exchange orders, documents related to auctions, tender analysis, goods receipt reports, service completion certificates, payment requests and other requests.

18. Provide feedback to the Project Manager on project activities.

19. Other duties as they arise.

The Project Logistic will be directly supervised by the Project Manager and will receive regular guidance from Social Cohesion focal point to fulfil the following specific objectives:

♦ This position is with ICI for the benefit of UNDP Aman project in Qamishli- AL Hassakeh

♦ Expected Places of Travel: All the Governorate

♦ Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position

♦ Duration and Type of Assignment: 5 months
