Requirements
♦ Documented university degree in statistics, economics or other related discipline.
♦ Minimum 1 year demonstrated experience in MEAL with donor-funded programs.
♦ Strong knowledge of MEAL methodology data analysis and synthesis, performance evaluation and correction, and report writing
♦ Experience in developing/managing MEAL systems in complex environments
♦ Familiarity with principles and approaches to MEAL using both quantitative and qualitative methods
♦ Demonstrated MEAL field experience, in conflict or complex contexts;
♦ Skilled in collecting, synthesizing and analysing data linked with inputs, outputs and outcomes
♦ Experienced in working with technical teams to enable programme development
♦ Experience in team management
♦ Well-versed with digital tools for data collection, statistical software.
♦ Advanced skills with MS Office, particularly Excel
♦ Experience of remote management methodologies
♦ Good skills in spoken and written English. Fluency in Arabic is an asset. Knowledge of Kurdish would be an advantage.
♦ Ability to work well under unstable security, administrative and programmatic pressures.
Responsibilities
♦ Ensure timely delivery of high-quality MEAL draft reports, which meets donor and the organization requirements.
♦ Maintain up to date factsheets and program mapping.
♦ Assist capacity building of the program and support teams by facilitating trainings and providing support in report reporting, indicator tracking, organization-specific tools, and other topics as/if needed.
♦ Collect and draft success stories and communication material as necessary.
♦ Report upcoming risk factors and help in creating mitigation planes.
♦ Monthly compilation of the project data to ensures that the project is in line with program quality standards.
♦ Ensures quality of data and data management practices and provides technical lead for analysis of MEAL data, qualitative and quantitative.
♦ Supervise the field team of MEAL staff working on various programs.
♦ Strengthen monitoring and accountability mechanisms that are periodically reviewed and improved, particularly with regard to planning according to proposals and MEAL plans
♦ Identify and manage consultants that can provide independent post-activity monitoring of supported programming and (beneficiary) accountability mechanisms.
♦ Ensure that organizational learning is fully integrated into program management and implementation
♦ Ensure lessons from one initiative is shared widely with other programs and projects
♦ Ensure the documentation and dissemination of organizational learning within and externally as appropriate.
♦ Support the MEAL Manager to design innovative and high quality, technically sound project proposals
♦ Support in the development of tools and guidance for Meal data collection in key sectors as per the needs of the program.
♦ Regular monitoring of the technical quality of implementations in the field, and provide feedback to field teams as well as the Meal Manager.
♦ In collaboration with the Meal Manager develop a capacity building plan for field staff.
♦ Identify and/or organize learning events within relevant topics
♦ Ensure that an effective system is in place for sharing best practice, lessons learned and communicating policies.
