Requirements

♦ Proven experience as HR officer, Administrator or other HR position

♦ Bachelor’s degree in administration and other related fields.

♦ At least 1 year of prior professional experience in a similar post/level of authority or higher.

♦ At least 2 years’ experience working in the private business sector and/or in the NGO sector with programs related to HR or Administration.

♦ Demonstrated ability to work effectively in a fast-paced, stressful environment. Flexibility, willingness to work irregular hours.

♦ Ability to maintain strict confidentiality and keep safe personnel files.

♦ Excellent computer skills (Power Point, WORD, EXCEL, Internet/ E-mail).

♦ Experience working in Syria and knowledge of USAID procedure and guidelines.

♦ Ability to speak and write effectively in English and Arabic.

♦ Knowledge of Syrian labor laws.

♦ Excellent time management and prioritization skills.

♦ Proven leadership, teambuilding and problem-solving skills.

♦ Excellent interpersonal, organizational and communication skills.

Responsibilities

♦ Supervise and manage HR Assistants and follow up on their performance and improvement plan.

♦ Coordinate with the HR Assistants in main office (and field locations when required) to make sure that Personal documents are delivered on time, and HR activities are implemented.

♦ Being actively involved in recruitment process of service contractors and daily labors/casual contractors by reviewing job descriptions, attending interviews, and managing the overall hiring process.

♦ Responsible on orientation and onboarding process for all new contractors at the field office and assure further adherence.

♦ Brief staff regularly on any changes within the department and ensure compliance with Blumont policies and procedures.

♦ Ensure all contractors and managers informed of all changes in policy and procedure timely and advice staff accordingly when required.

♦ Prepare monthly payroll sheet and make sure its timely submission to the Payroll Administrator including the required supporting documents.

♦ Ensure timely submission of service contractors monthly time sheet/invoice records, review the charged working hours per contractor and ensure timely payroll and LOE report update.

♦ Follow up on monthly timesheets/invoices and attendance sheets for daily labors.

♦ Follow up on records of all types of excused and special leaves as referred to in the service contractor’s guideline. And ensure that established policies and procedures are implicitly followed by staff for all categories of leave.

♦ Maintain (record/update) staff database sheet.

♦ Coordinate and support the performance appraisal process.

♦ Manage and ensure proper exit clearance for exit contractors/labors.

♦ Provide weekly, monthly, and other relevant information and reports as needed.

♦ Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level of responsibility.
