Requirements
Education:
University degree in psychology, social work, political science, human rights, development, law, or equivalent experience.
Experience:
♦ At least 2 to 3 years of proven experience in development programming including 3 years of project management experience, in one or more of the following sectors: Protection, SGBV, MHPSS, Women Empowerment, Human Rights.
♦ Experience in GBV case management.
♦ Experience as successful project coordination in an international context working with local partners.
♦ Strong budget and project follow up skills and proven experience, with the ability to inspire and build the competence of local partners and achieve results through others, especially in local partnerships.
♦ Strong reporting skills.
♦ Excellent analytical and needs assessment skills, experience with capacity development of local organizations.
♦ Excellent communication, organizational and analytical skills, and ability to work well in a team.
♦ Written and verbal proficiency in English is essential, as well as Arabic written and verbal proficiency.
♦ Strong knowledge of cultural and political contexts and development issues in the NES.
♦ Experience of long-distance (remote) management tools and working with local NGO partners, including capacity building and organizational support to partners.
Other qualifications:
Strong technical and coordination skills, with the ability to lead, inspire, and build the competence of implementing partner staff and achieve results through others.

Responsibilities
Function prerequisite:
The Senior GBV Officer (SGBVO) will be responsible for the SGBV project in Al Raqqa and provide technical assistance to other related NPA’s initiatives in the aspects of daily follow up, implementation, and monitoring and evaluation of the SGBV related activities and in support of implementing pillars of the UN SC Resolution 1325. The SGBVO will also ensure that those interventions are technically sound, taking into account international and NPA best practices, and are appropriately meeting the needs of the beneficiaries in target communities in northeast Syria.
The SGBVO will be responsible for the overall coordination of activities implemented under the SGBV project and will as well support in other NPA GBV and protection related projects in NES. The SGBVO works under the guidance and technical leadership of the Protection Project Coordinator (PPC) and the overall guidance and supervison of Programme Mnager and directly reports to the PPC.
The planning, coordination and implementation of the projects are carried out in consultation and with in coordination with of respective technical and management unit. The SGBVO will closely coordinate with the local partners and NPA’s grants and finance team and under the overall responsibility of the CD.
The position is based in Raqqa NES, with frequent travel to other areas of operation as required.
Program and Thematic Responsibility
General description:
The successful candidate will have to interact with local communities and authorities and may, should the occasion arise, have to act variously as: advocate, moderator, and/or mentor. These functions require on the part of the person selected, an ability to relate to the needs and aspirations of the underprivileged in a manner that is both supportive and respectful of culture and traditions.
Specific description:
♦ Assist the PPC and Programme Manager with implementation of daily activities.
♦ On daily basis follow up with NPA partners, provide support, coaching and mentoring to ensure quality implementation of project activities.
♦ Manage and monitor projects activities in close cooperation with local partners and facilitate the work of M&E Officers when and where needed.
♦ Together with MEAL Team ensure high standard monitoring, evaluation, reporting, and information management, identify areas for improvement and take charge of necessary reviews in the projects.
♦ In close coordination with MEAL Team, prepare and regularly update the Project Monitoring Plans (PMP).
♦ Frequently travel to projects sites to provide support to NPA partners.
♦ Plan monthly project activities in close collaboration with project partners and PPC.
♦ Seek for partners’ feedbacks and ensure issues in the implementation of the projects are red-flagged and reported to the line manager. Be proactive in recommending adjustments and adaptation of the project’s activities.
♦ Support partners NGOs in maintaining a safe and confidential record keeping system and making sure referral of cases are confidential, safe and in a timely manner.
♦ Responsible for the consolidation of monthly verification reports. Submit to the PPC monthly narrative reporting, reflecting main achievements and challenges with regards to partners’ projects.
♦ Closely follow up on project expenditure in collaboration with Senior Finance Officer.
♦ Closely follow up the in country situation, especially in regard to protection issues and womens rights and keep the programme team updated accordingly. Regularly ommunicate with partners and other actors to gather such relevant information.
♦ Maintain active coordination and cooperation with local partners, in line with NPA’s Partnership Policy.
♦ Complete required follow up to the tasks that are assigned in the programme meetings.
♦ Maintain active communication with the programme team, timely response to emails that are sent to him/her by the senior management team, others in the programme team and local partners.
♦ Develop and maintain proper soft and hard copy archiving for all projects under his/her responsibility.
♦ Assist team members and partners in both financial and narrative proposal and reporting to ensure good quality, timeliness, accuracy, achieve donor demands and improve project implementation.
♦ Complete all required donor reports accurately and on time. Provide the programme team with programme materials, status, and outcomes as requested.
♦ Prepare monthly and final project reports and relevant information material.
♦ As delegated by the PPC represent NPA in events such as conferences and meetings conducted by stakeholders in Raqqa governorance and other areas once requested. Help facilitate, liaise, and ensure good working relationships with a range of local stakeholders, including other NGOs and the UN.
♦ Coordinate and attend internal and external coordination meetings with the NES GBV working groups in coordination with PCC. Other duties assigned by the PCC to support in other projects realted to GBV, and concerning program issues.
♦ Maintain confidentiality of the program details.
Fulfill other duties assigned by the PPC and/or Programme Manager and/or the Country Director in relation to program issues.
Capacity building:
♦ Conduct mapping of training needs of local partners in close cooperation with the Capacity Building Coordinator (CBC).
♦ In coordination with the CBC, and based on the partner`s capacity assessment ensures the necessary plans for capacity building of partners and oversee and guide the technical and financial assistance to partner organizations.
♦ Regularly conduct field visits to provide needed coaching and mentoring for the partners, engage with project beneficiaries, and evaluate project progress.
♦ Assist in development and preparation of tools for capacity building of local partners. Support and participate in the capacity building and ongoing mentoring of local partners
♦ Support the partners in implementing SGBV case management in a succefful manner.
♦ Provide technical support and guidance to key protections staff and social workers of the partners, through weekly meetings, regular field visits, development and follow-up of work plans, and partners performance appraisals.
♦ Conduct trainings on Case Management and Referrals to local partners.
♦ Support and orient new staff.
