Job Title: Senior Operations Officer (SOO)
Department: Operations.
Number of Vacancies: 1.
Employment Type: Full-Time.
Contract Duration: 2 months, with possibility of extension.
Location: Qamishli, Syria.
Education:
♦ A bachelor’s degree is required in related field, with relevant training in program department. An advanced degree is preferred.
♦ At least 4 years relevant experience in area of operations.
Knowledge and Work Experience:
♦ Experience of working in the humanitarian field is essential.
♦ Experience in starting up a response, i.e., securing access, securing office and accommodation, assessments, concept notes, hiring of staff, and managing programs and staff in complex post-conflict environments is required.
♦ Excellent analytical and strategic thinking skills and ability to develop short- and long-term plans and strategies are required.
♦ Excellent people skills, working effectively with colleagues in the Project and program departments.
♦ An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Shar for Development and donor policies and procedures is essential, IT literate with particularly strong skills in Microsoft Excel.
♦ Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with other team members is required.
♦ Knowledge of international humanitarian systems, donors, and of procedures, accountability frameworks.
Languages:
♦ Professional fluency in spoken and written English, Arabic and Kurdish are essential.
Responsibilities
Team and Office Management:
♦ Oversee the smooth flowing of routine, administrative work of the Shar for Development offices in NES and program support operations.
♦ Ensure adherence to Shar for Development administrative procedures by support and program staff.
♦ Support & oversee the daily office and program activities – coordinate activities and needs with program managers.
♦ Work daily with support staff, i.e., logistics, finance, transport, administration, and HR departments to ensure proper daily support functions and compliance with Shar for Development and donor policies.
♦ Take the lead on setting up new offices, field bases whenever programmatically required.
♦ Manage Shar for Development’s offices including:
♦ Conduct regular monitoring visits to field offices.
♦ Identify learning and development needs for program staff. Bring human resource/staff management issues to Program Director and Executive Director for decisions.
♦ Ensure the teams have activity work plans and movement plans, submit routine reports; support Project Managers in the implementation of activities, ensure effective and efficient use of resources including financial, human and all assets.
♦ Ensure that program teams work closely with the support team to deliver Shar for Development policies and procedures in finance, procurement and logistics including effective planning weekly, monthly and quarterly.
♦ Conduct any other activities as requested by the Executive Director.
Human Resources:
♦ Participate in all interviews for postings within office Area of Responsibility. This includes shortlisting candidates, being part of the selection committee, maintaining proper notes and producing scoring sheets, and recommending any potential candidates to HR for further processing.
♦ Work closely with the Grants and Research Director to improve the exiting HR policies, regulations, and procedures, and develop new ones as necessary.
Operations:
♦ Work closely with the Executive Director to streamline, as necessary, the operational structure of the NES program to maximize efficiency and effectiveness, manage risk and ensure alignment.
Influence & Representation:
♦ Act as main liaison with officials, local partners and other stakeholders, develop and nurture internal and external relationships and networks to ensure optimum communication and programme success.
♦ Advise the Executive Director, as required, on the government policies and procedures and on interaction with the government.
♦ Represent Shar for Development, at local government, partner and other meetings as required.
♦ Maintain a strong network of NGOs, local civil society leaders and officials.
♦ Proactively participate in relevant informal coordination meetings as requested by the Executive Director.
♦ Liaise with international and local NGOs as required.

Security:
♦ Work daily with Programs Director, Project Managers, and other project staff and receive regular updates of program activities - ensure activities and staff are following security and contingency plans – in close coordination and collaboration with the Safety and Security Officer and Executive Director.
♦ Ensure effective movements tracking system is in place.
♦ Assist as required, Executive Director and Safety and Security Officer in maintaining and advising on appropriate security systems and procedures and ensuring all staff in the field adheres to these procedures.
♦ Ensure that any concerns related to the safety or security of the Shar for Development NES staff, partner staff, or affiliate staff or assets are raised to the Executive Director, in close coordination and collaboration with the Safety and Security Officer, in a timely manner.
♦ Immediately escalate (perceived or proven) instances of fraud, waste, abuse and diversion to the Grants and Research Director and Executive Director.
Other:
♦ Conduct himself/herself both professionally and personally in such a manner as to bring credit to Shar for Development and to not jeopardize its humanitarian mission.
♦ Other duties as assigned.

♦ Position Directly Supervises: Logistics, Procurement, Administration, and HR staff.
♦ Indirect Reporting: Grant and Research Director, Finance Director.
