Requirements
♦ Degree in Engineering (civil engineering , construction engineering or architect engineering )
♦ Previous experience in construction and/or shelter rehabilitation or other relevant private sector construction experience.
♦ Familiarity with minimum shelter standards (eg., Sphere)
♦ Excellent communication skills in Arabic, fair spoken English
♦ Ability to effectively and compassionately engage with vulnerable populations and maintain a high degree of discretion.
♦ Willingness to travel regularly to project sites and to supervise on-site construction activities on a daily basis.
♦ Commitment to humanitarian principles and values
♦ Strong sense of security management and willingness to follow security guidelines and regulations
♦ Good organizational skills and ability to remain calm and work well under pressure.
Responsibilities
♦ Undertake technical shelter assessments of unfinished buildings and partially damaged homes, capturing high quality and consistent data into the assessment tool.
♦ Support the Structural Engineer Assistant undertaking technical assessments of schools
♦ Ensure the views and needs of relevant beneficiaries (home-owners, landlords and resident families) are incorporated into technical assessments.
♦ Carry out preliminary verification of HLP (Housing, Land, and Property) during the registration of households/owners.
♦ Support the Structural Engineer Assistants to secure rehabilitation agreements (MoU) between our Organisation and relevant parties (Households occupying the shelter, shelter owner, school establishments and local authorities).
♦ Participate in the resolution of conflicts that may arise between the contractors, landlords, families, school establishments and local authorities as required.
♦ Conduct regular site-monitoring visits to assess and supervise the progress and quality of construction activities; ensure adherence to COVID mitigation measures and Health and Safety standards. Highlight any issues and examples of good practice to the Structural Engineer assistant and the Shelter team.
♦ Prepare supporting documentation and archiving including support of design development.
♦ Ensure the highest stands of accountability by ensuring good communication and information sharing within and outside the organisation.
♦ Ensure accurate messaging to programme participants in relation tour Organisation , its programme activities, and its accountability mechanism.
♦ To promote the use and support the function of accountability mechanisms, including the community response mechanism (CRM).
♦ Support the M&E team with data collection and assessments based on the organisation guidelines.
♦ Actively participate in the preparation of weekly programme plans and process updates.
♦ Technical support to WASH and Education teams
♦ Provide assistance to the WASH team required for ongoing water station/network/tower rehabilitation activities and to the education team in terms of school rehabilitation.
General
♦ To adhere to the standards of conduct outlined in the Code of Conduct and its Associated Policies
♦ To contribute to the establishment of preventive measures to reduce the potential for abuse in programmes
♦ Support work in Syria by undertaking other tasks as appropriate and required.
