Requirements
♦ University degree on Medicine (master’s degree of public health, Health Management is an asset).
♦ Minimum of 5 years professional experience in lead management implementing emergency response programs, preferably in a conflict setting of which at least three years should be in international setting.
♦ Excellent interpersonal, communication, public speaking, and strategic planning skills required.
♦ Strong English and Arabic writing skills required.
♦ Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
♦ Excellent time management skills and resourcefulness with strong attention to detail.
♦ A team builder with excellent people skills; culturally sensitive.
♦ Must be flexible adaptable and willing to perfume other duties and work irregular hours.
Responsibilities
♦ Oversee and assess the activities implementation of all Health Projects in NES, ensuring services are delivered as per the set workplans, RI policies and procedures, agreed upon Health SoPs, protocols, tools and standards in a harmonized/streamlined and consistent manner, and report to the SHPM findings/red flags on timely manner for discussion and corrective actions to ensure quality implementation of services.
♦ Directly supervise Medical Officers, MHPSS Officer, and the CHW Officer to complete program goals on timely matter keeping the program quality as the main aim.
♦ Ensuring Direct staff understanding of their roles and responsibilities and that regular performance review is done and needed support is provided to meet goals and objectives.
♦ Review reports delivered by direct reports and providing feedback needed, the reports reflect progress in achieving program objectives and targets in collaboration with line manager, and implementing partners, and highlight red flags under/over achievements in targets providing the needed justification and provide recommendations on corrective measures to the SHPM.
♦ In coordination with the HIMS Officer ensure accurate data collection process using proper information management tools for the health program and program performance and activities on regular basis and in line with the internal and external deadlines, including input for the weekly, monthly, semi-annual and annual reports to be shared with the HPM for review and consolidation.
♦ In coordination with the direct reports, plan and provide input to the SHPM to develop the master field-visit plan by all health staff to ensure proper program monitoring and evaluation plans and necessary actions for program improvement. Ensure visits are taking place by the direct reports and their staff as per the visit plan.
♦ Conduct regular field visits to the all project sites as per the visits workplan to provide in-person technical support, and identify gaps/areas for improvement and challenges to be further discussed with SHPM to develop action plan to address them and support in the implementation of corrective measure through future visits, and ensure staff under his/her supervision and their staff are conducting field visits as per the master visit plan and field visit reports are filled, reviewed and channeled up to the SHPM.
♦ Provide regular and timely technical guidance and support to the health staff under his/her direct supervision, with the HIMS Officer, Commodities Coordinator and the Program Coordinator to effectively integrate findings and recommendations to improve program quality.
♦ Support and conduct technical data review and clinic audits to assess status of health services, quality of supply and facilities, and on-site health information systems, in accordance with RI and international standards and policies.
♦ Under the guidance of, and in Coordination with the line manager, Represent RI at Health-sector working groups coordination meetings as well as USG partner and other stakeholder meetings, and maintain a positive, continuous, and visible presence for RI.
♦ Support the SHPM and provide input in the design processes and provide technical oversight to ensure new or adapted programming focused on quality is implemented and integrated with the program implementation
♦ Under the guidance of the SHPM, ensure the integration of WASH, protection, IYCF, PSS and MHPSS within the health where appropriate.
♦ Regularly review the short- and long-range workplans for delivery of project services, and provide guidance to the RI staff, health facility staff and/or local partners to improve planning, management, and delivery.
♦ Implement/improve health monitoring systems and record keeping methods that support routine country-level, international, interagency, and donor reporting as appropriate.
♦ Support the HPM and provide input to assess health needs of populations affected by the Syria conflict and contribute/lead the needs assessments, FGDs, surveys, as needed
♦ In coordination with the line management, contribute to the process of developing a strategic plan per health component, PHC, Secondary, Community Health, MHPSS, physical rehabilitation etc.
♦ Assist the SHPM in program development initiatives by contributing to the development of assessment, background information gathering (secondary data), log frames, work plans.
♦ Work closely with the line manager to develop required tools to support implementation and review all technical indicators and revise definitions based on current standards and donor guidelines.
♦ Provide feedback and work closely with the SHPM in developing and implementing capacity building plan and activities aimed at enhancing skills of local health providers and/or partners in delivery of primary care, maternal and child health, reproductive health, etc. and ensure trainings are documents and archived.
♦ Set individual capacity building goals/indicators for team members and set regular meetings to review work plans and deliverables, and conduct Individual capacity assessment for field health Staffs based on project management approach
♦ Must adhere and provide the support at the field level to adhere to all IPC protocols as related to COVID 19.
♦ Any other duties as required by the line manager.
