♦ Fluent in Arabic an English both written and spoken (obligatory)

♦ Knowledge of Kurdish will be considered as an advantage (desired)

♦ University Degree in Economics, market based, and social work or other relevant field(s) and at least 5 years of practical experience (obligatory);

♦ Knowledge and experience in Livelihoods’ programming; (obligatory)

♦ Previous experience in cooperation with local governance structures is an advantage;

♦ Previous experience in leading teams (obligatory);

♦ Very good computer skills (Microsoft Office, Dropbox, Good Drive, etc.);

♦ Excellent organization, coordination, analytical and problem-solving skills; and capacity to prioritize, communicate effectively and meet deadlines;

♦ Reliable, committed; and able to function well independently and within a team, and adapt to flexible working hours when necessary; professional, proactive, organized and service oriented;

♦ Familiarity with the humanitarian context affecting Syrian population;

♦ A high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, including I/NGOs, community representatives and civil society; candidates must be able to interact with sensitivity with all stakeholders respecting diversity and gender, and be able to sensitively and successfully integrate into a multicultural working environment with people from different nationalities and backgrounds;

♦ A strong commitment towards humanitarian relief and development operations; it is of utmost priority that candidates understand, respect and actively promote the spirit of the mandate and core humanitarian values, including: humanity and the humanitarian imperative, independence, impartiality, neutrality, and accountability in aid.

Responsibilities

The main responsibility of Grants Team Leader is to support the Grants teams in implementing activities in Aleppo and Ar-Raqqa, governorates. He/she will manage the day-to-day follow up of project design, implementation and closure phases and will be working under direct supervision of Livelihoods Programme Manager.

The Grants Team Leader supports and oversees the implementation of the following components: Business training, business coaching, and business grants, market-based activities, other activities as per assessment results


The main tasks of the Grants Team Leader are as follows:

♦ Under the supervision of the Livelihoods Programme Manager, lead the implementation of Grants program in NES;

♦ Support Livelihoods PM in supervising and coordinating the work of the Grants teams in all NES offices throughout the planning and implementation of the response; 

♦ Support Livelihoods PM in mentoring and developing capacities of team members;

♦ Support Livelihoods PM in developing strategy and expanding activities;

♦ Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation;

♦ Work closely with Livelihoods PM in order to implement projects according to relevant local, national and international standards;

♦ Survey, plan, design and supervise the implementation of Grants activities as defined by project requirements;

♦ Supervise and coordinate the correct and timely utilization of required program tools (Donation overview table, stock cards, 4Ws, contracts, etc.);

♦ Support the logistic department in negotiations, preparations and management of contracts with suppliers/service providers (including preparation of tender documentation and contracts, and evaluating quality of materials);

♦ Ensure regular monitoring of the quality of implementation and the progress of activities;

♦ Provide regular updates on progress to supervisors and other team members, including other departments and sectors as appropriate;

♦ Provide regular feedback to the Livelihoods PM concerning office and site activities, including communications with external actors, action points, decisions / changes made, and progress, including post-impact monitoring; 

♦ Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions;

♦ Where relevant, liaise with donors and partners on project updates, site visits and other communication;

♦ Representing, upon request, the Livelihoods team with relevant external stakeholders (cluster meetings, meetings with partner organizations, training providers, LCs and CSOs, etc.);

♦ As required, liaising with other departments in Syria, Iraq or Turkey offices to ensure good coordination for the timely and quality implementation of programme activities;

♦ Assist in compiling and editing budgets and ensure communication and coordination between all departments (finance, programs, and operations) in drafting of budgets

♦ Assist the LLH PM in donor liaison and communication as requested

♦ Conduct monitoring visits to field to observe and understand the progress of project implementation

♦ Oversee the job of invoicing, accounting, reporting, and other administrative functions to ensure successful execution of grants process

♦ Monitor paperwork and other related documents connected with the grants and make sure all the relevant docs are archived in the system

♦ Identifies opportunities to increase the quality of the programming

♦ Any other activity as requested by the Livelihoods PM.
