Requirements
♦ University degree in Software or Computer science related field or equivalent.
♦ previous experience in MEAL department.
♦ Demonstrable experience of competently and effectively synthesizing and managing large quantities of data.
♦ Advanced level of using Microsoft office Excel, MS Access and MS Power BI.
♦ Excellent proven communication skills, including working with multiple stakeholder groups.
♦ Ability to work both in an advisory and a hands on implementation capacity
♦ Politically and culturally sensitive with qualities of patience, tact and diplomacy
♦ The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure
working circumstances.
♦ Commitment to the aims and principles of NES. A good understanding of the NES mandate.
♦ Languages: Good command of English & Arabic speaking and writing.
Responsibilities
MEAL:
♦ Design data collection tools for the planned MEAL activities.
♦ Design MEAL activities plans and schedules that needs to be rolled out to different
projects locations.
♦ Analyzing and reporting different qualitative and quantitative data collection activities.
♦ Provide MEAL reports to others relevant departments and senior management, in addition to the needed MEAL section
for donors reports.
♦ Support in conducting assessment and surveys and lead the data collection teams following planned methodologies and
workplans.
♦ Establish a solid complaints and feedback mechanism that will be rolled out in all projects location maintaining
confidentiality and accountability principles.
♦ Conduct field monitoring visits to project sites on weekly basis and develop monthly monitoring reports.
♦ Supervise the MEAL field assistants’ teams.
♦ Ensure lessons learnt and best practices are identified and documented.
♦ Ensure the operations and delivery of AME functions through effective management of AME Field Monitors and
enumerators.
♦ Develop weekly and project specific workplans to organise the timely collection of data in the field.
♦ Carry out assessments, monitoring and evaluations (baselines, mid-terms, endlines) as reflected in the ToR and mission
plan; support ad-hoc needs assessments at the request of the Area Coordinator.
supervision of data collection activities and ensure that data collection teams are organized and resourced as needed, and
that they deliver as per field mission plans and according to data quality standards.
♦ Provide regular and timely reports on progress and challenges to supervisors and other team members;
Capacity Development in M&E:
♦ Provide technical support to staff members for all M&E related activities.
♦ Train staff members on M&E concepts, skills and tools.
♦ Work closely with implementing team for enhancing their capacity for proper data collection and reporting.
Other:
♦ Other duties as assigned by the RI supervisor to enable and contribute to RI’s programming
♦ Travel to RI program sites and other locations across northeast Syria, as required
