Requirements

♦ University degree in Software or Computer science related field or equivalent.

♦ Experience of working with information and data management systems in complex contexts

♦ Demonstrable experience of competently and effectively synthesizing and managing large quantities of data.

♦ Advanced level of using Microsoft office Excel, MS Access and MS Power BI.

♦ Excellent proven communication skills, including working with multiple stakeholder groups.

♦ Ability to work both in an advisory and a hands on implementation capacity

♦ Politically and culturally sensitive with qualities of patience, tact and diplomacy

♦ The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

♦ Commitment to the aims and principles of NES. A good understanding of the NES mandate. Languages: Good command of English & Arabic speaking and writing.

Responsibilities

Database Development:

♦ Support MEL/IM Coordinator collection of business requirements for development of applications for information management and automated analysis of information coming from primary quantitative data collection exercises, as well as information management applications for programme.

♦ Convert MEL data collection tools to ODK/ONA -readable format and ensure update to machine-readable data collection tools once they are updated by MEL. Provide support to health programme with similar tasks.


Information Management

♦ Perform data quality control and cleanup data coming from field exercises on weekly basis. Identify trends in data quality.

♦ Contribute to development and maintenance of dashboards of programmatic indicators, as well as other information products from the data; ensure provision of scheduled and on-demand disaggregation of information related to programmatic indicators

♦ Maintain programmatic complaints information management system, ensure ongoing updates of content and actions taken, including confirmation of open/resolved cases Maintain, verify and update and report programme beneficiary count information, ensure disaggregation by activity location, beneficiary sex, age, displacement status, sector of implementation, type of service received and grant (ITT Report)

♦ Identify issues and/or bottlenecks in how information flows are organized in health programmes/MEL; propose solutions for improving our data and information flows

♦ Support Reporting Officers with exercise-level data analysis; ensure all required disaggregation of information, and ensure appropriate level of detail of information according to Reporting Officer’s needs

♦ Monitor the use of data security rules by MEL and programme staff; identify data security issues, propose, discuss and apply solutions.

♦ Update all MEL dashboard and publish it to SharePoint.


Other

♦ Attend trainings and capacity building sessions held by us, either in person, via Skype, phone, or another communication medium

♦ Other duties as assigned by the supervisor to enable and contribute to our programming

♦ Travel to RI program sites and other locations across northeast Syria, as required
