Requirements
It is preferable for the applicant (e) to hold a Bachelor’s degree in statistics, IT, demography,
Economics, M&E, or related disciplines.
• An advanced certificate in M&E or statistics will be an added advantage.
• At least 1 year experience in humanitarian or development setting with proven success in
designing, implementing, and operating project M&E systems from project initiation to close-out
stages.
• Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, trend
analysis, using pivot tables and charting/visualizing data.
• Ability to design M&E tools, surveys, surveillance systems, and evaluations.
• Ease of communicating in Arabic & English and writing reports, including case studies and
analysis of good practices.
• Experience in Team building.
Responsibilities
The MEAL Officer puts the Stakeholders’ satisfaction in the first place in the work through the following
tasks:
1. Establish the regional MEAL department in MRD.
2. Take the lead to implement the project MEAL plan, program documentation guide, and maintain
a robust MEAL system for the projects.
3. Support compilation of quantitative and qualitative data to showcase the program, covering all
program outcome areas.
4. Collaborate in the development of the necessary tools (questionnaires, input asks, analysis tool,
and methodology, etc.) for project evaluations (base-line, end-line, mid-term survey, needs
assessment, risk mapping, KAP evaluations, etc.).
5. Ensure forms, databases, and record-keeping comply with international and MDO standards and
maintain the highest levels of confidentiality.
6. In close collaboration with the Managers, lead the development of strong data collection tools
and monitoring and evaluation plans for the program.
7. Ensure efficient systems in place for program staff to collect and compile relevant and concise
information for routine project reports and occasional special reports as required. Additionally,
should maintain an up-to-date database.
8. Assist in creating standards for capturing data and its storage in the database.
9. Support the provision of technical training and capacity building in MEAL to regional MEAL staff.
