Requirements
♦ University degree in Software or Computer science related field or equivalent.
♦ Strong knowledge of MEAL methodology data analysis and synthesis, performance evaluation and correction, and
report writing
♦ Strong experience in developing/managing MEAL systems in complex environments
♦ Experience of capacity-building to achieve MEAL objectives
♦ Thorough familiarity with principles and current approaches to MEAL using both quantitative and qualitative
methods
♦ Demonstrated MEAL field experience, in conflict or complex contexts.
♦ Skilled in collecting, synthesizing and analyzing data linked with inputs, outputs and outcomes
♦ Experienced in working with technical teams to enable programme development
♦ Experience of working with information and data management systems in complex contexts
♦ Experience of working with Activity info is an advantage.
♦ Demonstrable experience of competently and effectively synthesizing and managing large quantities of data.
♦ Good reporting skills using external tools and database connections.
♦ Advanced level of using Microsoft office Excel, MS Access, QGIS and MS Power BI.
♦ Excellent proven communication skills, including working with multiple stakeholder groups.
♦ Ability to work both in an advisory and a hands-on implementation capacity
♦ Politically and culturally sensitive with qualities of patience, tact and diplomacy
♦ The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure
working circumstances.
♦ Commitment to the aims and principles of NES. A good understanding of the NES mandate.
SKILLS REQUIREMENTS:
Analytical Skills: Work with large amounts of multiple sectors data: facts, figures, and number crunching. S/He will need to
see through the data and analyze it to find rational conclusions.
Communication Skills: To present data findings or translate the data into an understandable document. S/He will need to
write and speak clearly, easily communicating complex ideas.
Critical Thinking: Look at the numbers, trends, and data and come to new conclusions based on the findings.
Attention to Detail: To make sure data is precise and details are vigilant in their analysis to come to correct conclusions.
Math Skills: Data analysts need math skills to estimate numerical data.
Responsibilities
General Support:
♦ Compile and develop sector-specific MEL action plans in line with donor approved M&E plan/PMP/Result
framework.
♦ Analyze, and disseminate the evidence-based findings emerged through compliance/process monitoring,
Feedback/complaint handling mechanism, assessments/survey’s and evaluations carried out by the MEL Teams or
external service Design, plan and lead the Internal Data Quality Assessment (IDQA) in to meet globally agreed data
quality dimensions during data collection and management.
♦ Provide orientation/training to MEL/program field reps time to time.
♦ Frequent field visits for backstopping of technical MEL teams.
♦ Take lead on administrative tasks for the MEL team.
KEY AREAS OF ACCOUNTABILITY:
♦ Provide technical support to provincial MEL teams to implement MEAL systems at hub level including collating,
compiling, analyzing program learning and subsequent reporting on all interventions.
♦ Develop the capabilities of MEL and program teams in the areas of collection and analysis of data (method,
formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis,
etc.
♦ Lead the implementation of monitoring and evaluation activities, data management development of questionnaires
for surveys, input method, extraction of useful data and interpretation) and integration of cross-functional and
sectional issues.
♦ Support the team’s creation or adaptation of tools to monitor project contractual indicators and track and report
progress using ITT.
♦ Technically backstop MEL team members in prioritizing monitoring visits, generating monitoring reports,
conducting debrief sessions and developing action plans for project/program improvement.
♦ Support hub teams in effectively implementing and managing Accountability to Beneficiaries mechanism by
introducing such system which facilitates beneficiaries to register timely complaints and give them access to share
their feedback on Organizational interventions.
♦ Receive accountability data from field, analyze it and share it with MEL Manager. Compile and analyze data on
monthly basis and share it with program teams at various levels.
♦ Carry out preliminary investigation of complaints of serious nature to facilitate management for informed decision-
making regarding constituting investigation committee.
♦ Ensure that MEL is infused in all of program interventions to provide effective support to program units.
♦ Conduct and facilitate situation analysis, develop monitoring systems for the project and carry out monitoring
visits.
♦ To assist in developing a unified monitoring system and reporting mechanisms for partner NGO’s.
♦ Organize learning events and workshops for program units to document lessons learnt, good practices and areas of
improvement.
♦ Provide guidance and build capacity, where required of the relevant staff of partners in monitoring and evaluation/
research and documentation.
♦ Support MEL NES team on administrative tasks for the MEAL teams/he contributes to the terms of reference for
external evaluations and studies.
♦ Supports the process for following up recommendations (internal and external) of program teams and works on
the action plans in order of priority with the concern technical leads.
Information Management:
Data Verification
♦ Upload/Download and clean data on agreed frequencies like monthly, quarterly, semi-annually, and/or annually
♦ Check for missing and inaccurate data
♦ Cross-check data against trends, targets, results, and objectives.
♦ Revise data sets with accurate data from updates
Data analysis
♦ Conduct summary analyses of WoS Project/s indicators
♦ Conduct quantitative analysis of data
♦ Conduct qualitative analysis of data
♦ mine data for additional requests from Grants and program teams
♦ Advanced command of Microsoft Excel in different areas of analysis, visualizations.
♦ Using data analysis software’s (Microsoft Power BI, SPSS, Tableau...)
♦ Using geographical information systems (GIS) software such as ArcGIS, QGIS,
♦ Generate on-demand or automated reports and process requests for management information.
Monitoring:
♦ Work with the organization and its partners data focal points and program teams to verify and reconcile data
♦ Coordinate and communicate with partners over data reporting requirements and updates
♦ Support and respond to partners around off-line/on-line reporting. Respond to data entry questions if any.
♦ Lead implementation of data management, quality assurance, and data cleaning procedures
♦ Lead data collection tool designing, testing and rolling out for any stipulated data collection exercise
♦ Conducting data quality assessments and working on having proper action plans to follow up on the assessment
findings.
Reporting:
♦ Generate analysis and data summaries needed for reports.
♦ Work with MEL team to address ad-hoc reporting requests
♦ Compile data for key performance indicators.
♦ Support monthly, quarterly, semi-annual, and annual reporting by providing accurate, timely, and relevant data
♦ Create accessible, relevant, and timely data dashboards and visualizations to be used by SMT for strategic decision
making.
MEL Support:
♦ Support development of database by testing functionality and reporting requirements
♦ Work with MEL team to compile and analyze process monitoring data
♦ Identify data problems and bring them to the attention of the hub MEL Manager
♦ Provide data for advocacy and IEC material
♦ Support MEL managers and WoS MEL Specialists in designing and
