Requirements
Compulsory:
♦ Minimum bachelor’s degree in a relevant subject, or other compelling, equivalent work experience.
♦ 3-5 previous experience in a similar or related position
♦ Experience with external liaising and strong knowledge of key interlocutors in NES
♦ Fluency in Arabic and Kurdish and English required
♦ Solid administration and project management experience required
♦ Willingness to have a very hands-on approach and active engagement with expert and working level contacts
♦ A readiness to uphold the highest standards of integrity, adherence to humanitarian principles and standards as well as a commitment to the overall mission
♦ Strong multi-tasking, time-management and administrative skills needed.
♦ Ability to travel between Hasaka and DEZ with minimum resources (Like Cars, Taxi .. ) is a must
Responsibilities
Program Support:
♦ Oversee all the smooth implementation of programs in Al Hasakah districts governorate of Syria, with a special focus on in-camp response
♦ In coordination with management and program teams, assist relevant departments with the scoping of potential new areas for engagement through analysis of NES Forum reports, other secondary data, stakeholder analyses, and field assessments
♦ In coordination with the MEAL and Program teams, promote and encourage community engagement, participation in and ownership of activities at the local and national level
♦ Facilitate and enable smooth coordination of RI field activities with other NGOs in operational areas
Operational Support:
♦ Be primary focal point at area level to facilitate the workstreams of support functions
♦ Support Supply Chain Department with local procurements and shipments, including the request of relevant approvals to local authorities
♦ Support HR Department with local recruitment, guiding the department in navigating local regulations, especially for in-camp recruitment
♦ Support Finance Department by ensuring smooth cash flow, engaging with Hawala offices, and timely payments to providers
Liaison & Humanitarian Access:
♦ Stay abreast of key humanitarian and security trends in the area of Hasakeh by engaging local authorities, NGOs FPs, NES Forum Access WG, personal sources and following local media outlets
♦ In coordination with the security department, support the compilation of reports on security and humanitarian access
♦ Stay abreast and lead the process of ensuring all required government approvals and processes for RI operations and staff; be able to explain all key requirements to the staff to create a culture of legal abidance
♦ Establish strong relationship with relevant external stakeholders in Hasakeh area and, in coordination with the security department, compile, maintain and update an actors mapping data base, including key NGO partners
♦ In coordination with the Safety and Security Manager, liaise with authorities to facilitate movement of supplies across the border and support program activities as needed
♦ On a daily basis, support with information on the changing threat environment and political and humanitarian context through detailed collection and verification of information
Develop the knowledge required to follow-up, and report on incidents, ensuring consistent communication with designated staff, in coordination with HTL and Incident Management Team
♦ Support with Incident/Crisis Management as required, following the guidance of the management
♦ Support the compilation of weekly reports (one pager) on the local security and political situation regarding the areas of operation
♦ Follow up on inventory, document and inspect all satellite phones, first aid kits, hibernation kits, and fire-fighting equipment in coordination with Logistics, to ensure they are always operational
♦ In coordination with the security FP at base, monitor the guards and ensure they are abiding by guard duties and responsibilities. Ensure they are duly trained, that have adequate equipment at all times and understand what to do in emergencies
♦ Contribute to all reports as requested by the management or programme team
♦ Accompany members of the Senior Management Team (SMT) to meetings with stakeholders and provide translation and minutes of meeting support
