Job Profile
The Protection Coordinator (PC) is a crucial member of the NES Syria team, based in NES and operating under the supervision of the Senior Protection Coordinator (SPC). The PC directly supervises field-based Protection Monitoring Senior Officers, Protection Officers, and Admin Officers, and coordinates closely with the Amman-based technical team (GBV, CP, and PSS). the PC is responsible for the daily implementation of our protection program in NES. This includes GBV case management, PSS support through Women and Girls Safe Spaces, protection units, health facilities, and community outreach. The PC tracks progress, contributes to the design and implementation plans of activities, and provides technical support as needed. They are also responsible for ensuring the overall quality implementation of activities in NES, monitoring program, operational, and financial activities in line with our policies and procedures. The PC identifies gaps and challenges affecting implementation and supports field-based teams in addressing them, coordinating with other support departments. The PC works closely with the Amman-based technical teams to ensure that technical capacity-building plans for field-based staff are relevant, and technical gaps are addressed in a timely manner with quality results. They keep all relevant parties updated on the program's progress and contribute to lesson learned and recommendations for program improvement. Additionally, the PC represents the NES protection program in internal coordination meetings and represents in relevant external coordination meetings as guided by the supervisor.
REQUIREMENTS
Skills, knowledge and expertise required for the role.
Essential criteria
♦ Minimum of 2-3 years of experience in implementing gender-based violence, and PSS programs with supervisory responsibilities, preferably working with conflict affected populations
♦ Bachelor’s degree in social work, Gender/Women Studies, or other appropriate fields; or field equivalent experience
♦ Demonstrated experience in monitoring and evaluation and results based management, including capacity in remote management.
♦ Fluency in Arabic and Very Good spoken/written English
♦ Excellent interpersonal, communication, public speaking, and strategic planning skills required;
♦ Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;
♦ Demonstrated ability to deliver high-quality analysis, timely reports, and technical materials (trainings, program tools, and guidelines, etc).Strong budgeting and budget monitoring skills.
♦ Excellent time management skills and resourcefulness with strong attention to detail.
♦ Excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.
♦ This position requires an individual who is accustomed to the pace of emergency response programming, does not require close supervision or direction, is flexible and highly responsive, and has excellent organizational skills.

♦ Ability to communicate sensitively and without judgment; good diplomatic skills
♦ Experience of integrating protection with other sectors’ programming.
Responsibilities
Accountability and Complexity
♦ Oversee the daily implementation of protection activities, ensuring alignment with work plans, and addressing contextual changes and challenges while making critical decisions regarding program activities, technical guidance, and quality assurance
♦ Manage complex tasks such as evaluating activity progress, developing SOPs, implementing protocols for quality assurance, and ensuring compliance with us and donor policies
Program Implementation and Oversight
♦ Provide day-to-day oversight and support to the field-based teams, ensuring the implementation of activities is in line with the set workplans, targets are met, and advice is provided based on needs/changes in the context. Address challenges and promptly report issues to the Senior Protection Coordinator.
♦ Monitor all levels of project cycle management and report to the project program management team (NES and Amman based) to enable effective decision-making by capturing detailed information.
♦ In collaboration with the SPC, contribute to the development of SOPs (program and operational) and ensure they are implemented in line with us and donor procedures.
♦ Ensure timely and quality reporting on project activities and progress on targets per set deadlines, and conduct regular on-track/off-track assessments with the program team (for both internal and external reports).
Technical Guidance and Quality Assurance
♦ Evaluate activity progress, define performance indicators, structure operational data collection in coordination with the M&E department, and implement protocols for quality assurance.
♦ Provide/ensure technical guidance, oversight, and support to the GBV, PSS, and outreach team in the provision of quality case management, PSS support to ensure the needs of survivors are met in a timely and consistent manner, and ensuring safe and ethical data monitoring.
♦ Contribute to identifying the WGSS/Protection facilities' needs/gaps from operational and technical perspectives, and address needs in coordination with technical and operations focal points in the hub and Amman.
Coordination and Collaboration
♦ Work closely with the accountability officer/focal point to ensure the complaints response mechanism is up to date and all issues are closely followed up, with adherence to the confidentiality principle.
♦ Collaboration with other our programs to ensure the integration of activities where applicable, and protection is mainstreamed across our activities.
♦ Represent us in external protection coordination meetings, such as protection working group/cluster, GBV sWG, and PMTF based on the guidance of the SPC.
People Management
♦ Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
♦ Set clear objectives for protection staff under line management and conduct timely performance evaluations.
♦ Conduct recruitment of protection staff as needed, and ensure staff capacity development, including on-the-job coaching and mentoring, as appropriate.
♦ Conduct regular management supervision sessions for staff of the protection team and support the Amman-based technical team in organizing and following up on capacity-building training activities for our staff (protection-specific and protection mainstreaming).
Grants, Finance, and Operational Responsibilities
♦ Provide input and support the Senior Protection Coordinator in reviewing Budget versus Actual for accuracy, tracking, and flagging spending issues to the Protection Advisor on time, and supporting in providing corrective actions.
♦ Develop, implement, and monitor the procurement plan through regular coordination with the field team, and follow up with the supply chain and finance departments.
♦ Liaise with support departments to monitor risks and develop a log to measure improvements, and ensure the program is in compliance with us and donor policies and procedures in coordination with the grants department.
